The Russian government did not support the bill of State Duma deputies on the introduction of a restaurant tax of 1% of the bill amount in favor of participants in a special military operation (SVO) in Ukraine. From this it follows that the authors of the novelty propose to create a new fee without changes to the Tax Code of the Russian Federation. This is against the provisions of the law by which all taxes and duties are determined solely by him. The government suggested that the bill be sent for conceptual revision.
The Cabinet also noted that according to the current version of the project, it is unclear who will operate the “restaurant fee” and in what order public catering services should transfer money to the needs of the SVO.
At the end of September 2023, deputies of the Communist Party of the Russian Federation Mikhail Matveev and Vyacheslav Markhaev submitted to the State Duma a bill on a “restaurant tax”, proposing to organize the collection of funds to support participants of special operations.
