A number of legislative acts have been adopted in Russia to support Russian innovation. So, on July 31, 2020, the Federal Law “On experimental legal regimes in the field of digital innovation in the Russian Federation” came into force. It has opened up a new systemic mechanism for the business world, the scientific community and the state to test technological solutions that were previously unavailable for various reasons (such as artificial intelligence, blockchain, Big Data, neurotechnologies, quantum technologies) in real legal affairs. and virtual reality). At the same time, a number of changes were made to the federal law “On Science and State Scientific and Technical Policy” on innovative products.

Another way is to create special platforms that allow government officials to receive feedback from the business community and take it into account when developing measures to stimulate the development of high-tech entrepreneurship.

An example of such a platform is the Strategic Council for Investment in New Technologies, established by the Ministry of Industry and Trade in March 2014. The head of the department is the president of the Council.

The aim of the organization is to be a platform for the joint pursuit of solutions designed to help the innovative industry thrive. Participants can propose various initiatives (e.g. tax incentives) to support high-tech startups. The Council is advisory and is not directly involved in legislative processes.

Representatives of Russian and foreign enterprises, venture funds and development institutions attend the meetings. Depending on the topic of the meetings, experts from various sectors of the economy are also invited. However, they are not members of the Council and can independently decide to attend advisory body meetings.

At different times the following persons participated in the activities of the Council:

Kaspersky Evgeny Valentinovich. Founder and CEO of Kaspersky Lab, one of the world’s leading IT companies developing solutions in the field of information security. Antivirus programs and other branded products are used by more than 400 million people and 240 thousand companies.

Hans-Joachim Frei. Chairman of the Board of Cultural Projects Support and Development Foundation “Art Bridge”, German and Russian music manager, stage director. In 2017, he headed the Sirius cultural center in Sochi.

Repik Alexey Sergeevich. Founder and owner of a group of companies
R-Pharm is the largest pharmaceutical manufacturer in the Russian Federation. Their entity specializes in the development of promising drugs. An R&D base has been created within the Group, allowing it to carry out research and development work in partnership with leading Russian and foreign institutes.

Discussing the needs of various segments of the economy for high-tech solutions with experts at this level allows us to find optimal solutions to real business problems through innovation, which contributes to the development of not only the high-tech industry, but also related industries. .

The first meeting of the Council took place in July 2014 as part of the fifth international exhibition “Innoprom” in Yekaterinburg. Denis Manturov, head of the Ministry of Industry and Trade, stated that investments in high-tech clusters account for only 3% of investments in the Russian economy, which is an inadequate indicator. It was decided to hold council meetings every year within the framework of Innoprom.

Council members discuss new approaches to interacting with the high-tech sector. They also offer various state support measures for innovative businesses and look for optimal solutions in the field of improving regulations in the field of high technologies.
