US House Committee supports bill on transfer of Russian assets to Ukraine

The House Foreign Affairs Committee of the US Congress has approved a bill giving the US President the right to seize sovereign Russian assets. The bill also envisages the transfer of these assets in favor of Ukraine and international organizations, it says. RIA News.

The text of the document states that the Minister of Foreign Affairs is authorized to provide additional assistance to Ukraine using assets seized from the Central Bank of the Russian Federation or other foreign assets of the Russian Federation.

Any decision to seize sovereign Russian assets under U.S. jurisdiction would fall within the purview of the American president. The confiscated funds will then be placed in a special “Ukrainian support fund.”

According to the bill, “all rights, title, and revenues of seized Russian sovereign assets… shall be transferred to the U.S. Government as long as they are retained in the Ukrainian support fund.”

According to the bill, the funds contained in this fund will be submitted to the Secretary of State for “compensation for damage suffered by Ukraine”, including for reconstruction and restoration, humanitarian assistance to the population and other purposes.
