According to the interlocutors, the authorities may allow the export of diesel fuel through Transneft’s Northern and Southern product pipelines. These two branches provide 75% of diesel fuel from Russia abroad. Sources told the newspaper that authorities may relax restrictions because diesel storage capacity in the Transneft system is exhausted. It is technologically almost impossible to send such volumes of fuel to the Russian market. Major oil companies have warned regulators about the risk of reducing refining, sources said. The reality is that once tanks were overstocked, oil refineries would have to reduce production of not only diesel fuel but also gasoline.

A Kommersant source in the oil industry said that the ban on the export of oil products from Russia could last until October 10. The imposition of restrictions on fuel supplies abroad was supported by Rosneft, the largest producer in the Russian Federation.

On September 21, the Russian government imposed a temporary ban on the export of gasoline and diesel fuel. The restrictions did not affect international transit shipments and the supply of humanitarian aid within the framework of intergovernmental agreements and the supply of fuel to Russian foreign military contingents. This decision was taken to stabilize fuel prices in the country.
