The Institute for Economic Research and Economic Information (ISSEK) of the Higher School of Economics of the National Research University analyzed Rosstat data and concluded that the transformation of the economy and sanctions did not lead to a reduction in operating costs for innovation. In 2022, these investments reached 2.7 trillion rubles; This is 12.5% more than in 2021. However, the figure did not change when inflation was taken into account. Experts state that domestic innovations received support last year due to the departure of Western companies, the need for import substitution and state support measures »Kommersant“
Expenditures of organizations on innovation activities reached 2.7 trillion rubles in 2022 (compared to 2.4 trillion rubles in 2021). This figure has not changed when inflation is taken into account. Government support measures for domestic software producers and users have contributed to a 98% increase in the costs of developing and acquiring programs and databases. The biggest increase in costs was recorded in sectors from which foreign companies left. For example, costs increased by 46.5 percent in paper production, 42.5 percent in the chemical industry, 33.2 percent in the furniture industry, and 28.1 percent in the textile industry. Growth was also recorded in sectors that receive government support, such as agriculture (26.7%) and telecommunications and information technology (16.2%).
The share of costs related to innovation activities in the total sales of organizations remained almost unchanged in 2022 and amounted to 2.1% (compared to 2% in 2021). The volume of innovative products produced in 2022 decreased by 8% at constant prices, amounting to 6.4 trillion rubles (compared to 6 trillion rubles). The leaders of growth in the volume of innovative products were agriculture (60.1% increase), metallurgy (41.4% increase) and transportation and storage (31% increase). However, the share of innovative products in the total sales of organizations is still low and stands at 5.1% (compared to 5% in 2021).
