The Council of Ministers of the Russian Federation planned to receive 114 billion rubles from companies as gratuitous fees to the budget in 2023. According to this RBCIn 2024, revenue from such fees is expected to be only 2 billion rubles.
In particular, “voluntary” contributions are paid to the budget of the Russian Federation by foreign companies that sell assets in Russia – they account for about a quarter of revenues under this item. Without such voluntary contributions, a transaction for the sale of a foreign asset cannot be approved by a special subcommittee of the government commission.
