The rules for supporting the strategic enterprises of Russia’s military-industrial complex (DIC) need to be adjusted to avoid their bankruptcy, which would mean a reduction in the production of military products. In this respect writer The newspaper Kommersant cites a draft government decree prepared by the Russian Ministry of Industry and Trade.
“The rules for the distribution of subsidies (from the budget. – socialbites.ca) for “strategists” include the condition that no bankruptcy proceedings be filed against them. The Ministry of Industry and Trade considers the norm excessive – it prevents the “strategists” from restoring solvency and maintaining uninterrupted production, ”said the Ministry of Industry and Trade.
The ministry believes that as part of the bankruptcy case, the company inevitably reduced production of military products due to its inability to pay its salary debts, taxes and other mandatory payments. Another argument in favor of increased government support at the Ministry of Industry and Trade deals with cases where creditors abuse their right to file for bankruptcy.
The size of the problem is not mentioned in the Ministry. Now, due to the increase in the state defense order, many organizations have increased their burdens, and it was precisely its decline, which was previously one of the reasons for the deterioration of the status of “strategists” in the defense industry, the Ministry of Industry and Trade stated.
Industry and Trade Minister Denis Manturov at the end of July declarationthat defense industry enterprises have reached a level where monthly delivery of weapons of destruction exceeds the total orders for all of 2022. According to him, almost all enterprises of the military-industrial complex are currently maintaining programs in terms of unprecedented terms and volumes. Manturov also noted that since the beginning of 2023, much more has been produced for a number of types of weapons, military special equipment, than in the whole of last year. According to him, defense industry companies are now fulfilling the state’s defense orders almost 100 percent.
Russia launched a special operation in Ukraine on February 24, 2022.
