The Ministry of Finance of Russia is developing a unified register of federal budget debtors, the newspaper reported. “News”.
At the end of 2021, the Accounting Chamber of the Russian Federation made a proposal to create a unified debtor register with the state treasury, which should include both customers and executors of the business. Such a unified record should improve the quality of accounting, as it will allow the chief executives of budget revenues to assess the reliability of counterparties at the stage of concluding agreements and contracts. In turn, enforcers of government contracts will be motivated to pay their debts on time.
To implement this project, a working group consisting of representatives of the Federal Treasury and chief executives of federal budget revenues was formed within the Ministry of Finance. The registry is currently being created. Earlier, it tested Account Room functionality.
Experts believe that the creation of a single register is a necessary logical solution to streamline the management of receivables and the collection process if overdue. The combined record will make it possible to understand what can actually be returned to the federal budget, and in what time frame and what needs to be deleted.
