Yaroslav Nilov, vice-chairman of the LDPR fraction and chairman of the State Duma Committee on Labor, Social Policy and Veterans Affairs, said that in 2025, old-age pensions will be indexed twice. He explained that this will happen because the transition period is over.
According to the Law on the 2023-2025 Budget of the Social Fund, on January 1, 2024, insured pensions will increase by 4.6%. They will be indexed by another 4% from February 1, 2025 and by 3.6% from April 1.
“Until 2025, there is a transitional period in which insurance pensions for non-working pensioners are increased by a certain index, but not less than a thousand rubles per year,” Nilov said in an interview with Rossiyskaya Gazeta.
Indexing until 2025 is done from 1 January. When the transition period ends, pensions will begin to increase relative to the actual inflation of the previous year. These data will be available at the beginning of the year. According to them, pensions will first be increased on 1 February and then adjusted in April.
Figures for indexing 2025 pensions are now in line with core inflation forecasts. However, they can be adjusted according to the current situation.
The pensions of non-working retirees increased by 4.8% in January 2023. The average increase was one thousand rubles.
Social pensions in Russia were indexed by 3.3% on April 1 for the last time, in addition to the 10% indexation carried out in June 2022. This decision affected nearly 4 million people. Social pensions are received by citizens who do not have enough proven experience to accrue an insurance pension.

Deputy Nilov noted that additional indexation of insurance pensions of non-working pensioners this year should not be expected.
“Will the government re-index this year? I don’t currently see the prerequisites – I don’t see the government preparing indexation based on what’s going on. However, the situation can change very quickly and the government can use this right by indexing not only the pension, but also the minimum wage, living wage and other social benefits,” the parliamentarian thinks.
According to lawyer Alexander Zhalnin, the size of the pension depends on its type and some other factors. Thus, the average amount of military pensions in 2023 will be about 41.9 thousand rubles. And although the size of the pension can vary significantly, its size should not be lower than the subsistence level.
“In 2023, the old-age pension increased from 6,924.81 rubles to 7,153.33 rubles. According to the calculations of the Ministry of Labor, taking into account the indexed base, the average insurance pension by the end of this year should be 21,864 rubles, ”says Irina Smirnova, executive owner of the Vash Accountant group of companies.
He noted that in 2023, the fixed part of insured pensions will double for pensioners who have turned 80 and those who have worked in the Far North for more than 15 years.
As of January 1, 2023, the number of pensioners registered in the Russian Social Fund amounted to 41.78 million people, a decrease of 232 thousand people, or 0.6%, compared to the previous year.
According to SFR, the rate of increase in payments at the end of 2022 exceeded inflation (11.94%). The average amount of the insured old-age pension increased by 14% compared to 2021, reaching 20.6 thousand rubles, social pension – 12.1 thousand rubles (+18.9%), and disability payments – 12.5 thousand rubles (+13%).
