As stated in the publication, they will not be fined if information is provided through the notary public, through the public services portal.

A similar penalty is imposed for these categories of violations for creating Rosreestr’s twin sites. Such sources often provide false or no information after charging for services. As the publication suggests, over the past three years, the shadow market for the online sale of USRN citations has declined by 99%, with 343 twin sites identified and shut down.
