Aksakov said the purpose of the bill is to “prevent fraudulent borrowing by third parties” through the illegal use of personal data and social engineering methods.
It is stated that if the law is passed, a citizen can apply to the credit bureau with a request to establish a ban on lending and check the existence of this ban.
A prerequisite for the full implementation of this mechanism proposed by the bill is the use of the insurance number of an individual personal account (SNILS).
