After the fiscal year started with a large deficit, the situation in budget revenues and expenditures stabilized until March. A small budget surplus in March reduced the accumulated deficit in the first quarter to 2.4 trillion rubles. In this respect writer “Kommersant”, referring to the data of the Ministry of Finance.
By subtracting the January-February figures from the January-March figures, the publication noted that the individual budget was closed with a small surplus of 183 billion rubles in March. This result is very different from the situation in the first two months of the year. In January, the monthly deficit amounted to 1.65 trillion rubles, and in February 933 billion rubles. As a result, the accumulated budget deficit for the entire first quarter decreased to 2.4 trillion rubles.
At the same time, the deficit for the first quarter is quite large, since the budget law states a budget deficit target of 2.925 trillion rubles for the full year. On closer examination, budget revenues decreased by 21% to 5.677 trillion rubles in the January-March 2023 period.
According to the Ministry of Finance, the weakening ruble could replenish the budget in the short term through the sale of energy resources. In addition, receipts in the amount of 300 billion rubles are expected from large enterprises in the form of one-time tax collections. The authorities also have a “stash” of undistributed reserves and 1.5 trillion rubles resulting from the advance transfer of certain transfers to the Social Fund for 2023.
