Banks returned to Russians only 4.8% of funds stolen from their accounts by fraudsters last year. In an interview with the newspaper “Izvestia” on this subject, said German Zubarev, Deputy Governor of the Central Bank.

However, according to the current legislation, the bank is not obliged to return the money to the victim of fraudsters if the transfer was made voluntarily. Given that the attackers use social engineering methods, almost all such transfers are made voluntarily by citizens under psychological pressure.

The Central Bank noted that they recommended banks to start implementing such a mechanism in April.
