From 1 October, drivers in Russia will be able to present an electronic driver’s license. How to obtain them and whether this means that drivers are not allowed to carry plastic IDs, Dmitry Bezdelin, a lawyer with the European Legal Service, told the Prime agency.
Drivers can obtain electronic rights through the “Gosuslugi Avto” mobile application, which looks like an individual QR code. The inspector can check these rights with his tablet.
However, this does not mean that motorists are no longer allowed to take a plastic driver’s license with them.
The fact is that the innovation has not yet been legally formalized and the QR code project is being carried out as an experiment. The current version of the SDA states that: the driver is obliged to bring a driver’s license and registration certificates and hand them over for verificationOtherwise, a fine of 500 rubles may be imposed.
In addition, an electronic format of the OSAGO policy is being developed, which can also be presented in the form of a QR code.

Experiments with codes began with a vehicle registration certificate (STS), which some drivers are already showing to inspectors in electronic form through the Auto State Services service. This experiment was recognized as successful, which means that other documents will also be digitized in due course.
