In the footage, Minenkov can be seen sitting in the front passenger seat, filming the streets with his phone camera and commenting on their situation. At the same time, the mayor did not mince words and used copious amounts of obscene language. The head of the city was especially outraged by the tires that adorn the area around private houses, garbage containers and roadsides. The mayor compared the streets to a “collective farm” and wondered why public service workers could not remove the tires. According to him, he thought “this problem has already been solved.”
Minenkov also pointed out that the roads were dirty and claimed that no one had ever cleaned them. At the end of the video, he noted that driving on this street was futile and that it demoralized both himself and the audience.
