The price of OSAGO in Moscow can be over 15 thousand rubles

Now in Moscow, the basic OSAGO rate, which is the most affordable for insurers, is 11.9 thousand rubles.

Tariffs for public transport were also increased – 17.8%, for taxis, trucks, emergency transport, motorcycles and mopeds – 21%, for buses – 15%.

Meanwhile, the Central Bank increases regional tariffs by an average of 6%.

For almost all regions of the North Caucasus, as well as the cities of Tuva, the Jewish Autonomous Region, Sevastopol, Khakassia, Kalmykia and the Far East.

The regulator explains that, thanks to the changes, insurance companies will be able to more accurately consider the risks of car owners in the face of rising spare parts prices.

“The need to set base rates is confirmed by actuarial calculations that take into account real data on the cost of spare parts. In the context of the sharp rise in spare parts prices, the new tariffs will increase the cost of accident insurance, allowing insurers to keep prices for careful drivers,” the Central Bank said.

The changes in OSAGO became known three days after the new guidelines for estimating the average cost of spare parts from which insurance payments were calculated came into force. Prices for the most fragile parts during accidents increased by an average of 28.7%, according to the Russian Association of Motor Insurers (RSA).

“Growth was 28.7% – this does not mean that the cost of insurance will increase proportionally,

but that will definitely put pressure on the tariff,” says RAMI President Igor Yurgens.

PCA representatives did not answer socialbites.ca’s questions about the extent to which the increase in tariffs is associated with a decrease in the quality of restoration repairs for OSAGO. At the time of the note’s publication, the Central Bank did not make an operational comment.

The head of the Russian Motorists Movement, Viktor Pokhmelkin, is confident that due to the rise in OSAGO fraud and mass rejection of policies, insurance companies will suffer more than they would from the regulator’s decision.

“If nothing changes in this and in the coming years, we should expect a continued deterioration in the economic situation. Tariffs will rise again or insurers will begin to avoid or underestimate payments.

Is the price increase fair?

The expansion of the OSAGO tariff corridor took place due to the fact that the situation with the rise in prices of spare parts after a sharp jump in the dollar in early spring did not reflect the true cost of parts. Automobile lawyer Sergei Radko explains that insurance companies are lobbying to increase their repair costs to compensate for the drop in revenue.

“The current dollar rate does not reflect the true cost of parts because it is nearly impossible to buy a dollar at this price. Accordingly, calculations are based on other, pre-crisis prices. The contract price is about 20% higher, corresponding to the previous level,” he said.

The quality of car repairs under OSAGO will not change for the better, although insurers may receive more money,

“How badly they repaired and saved, they will continue.

– 26% price change does not affect the situation much. The driver is forced to conclude various contracts and additional agreements for the use of any details, in fact, ”says Radko.

If the insurers “soften their appetite”, the head of the Movement of Motorists of Russia Pokhmelkin is confident that it will be possible to do without an increase in the cost of OSAGO. It reminds that, according to Article 8 of the federal law on OSAGO, insurance companies must compensate at least 80% of their insurance premiums.

The Central Bank announced a record increase in the cost of policies in the history of “avtocitizen” – just a quarter of the current base rates. In addition, tariffs in some regions will increase by an average of 6%.
