The bill proposes to amend article 15.1 of the Federal Police Law. The author of the initiative explained that with a recent incident in Okhotny Ryad, where a cat sat in a locked car for four days without water or food, the police should be given the right to open a vehicle, including getting into the car, to save the animals.
“Rescue teams arriving at the scene refused to open the vehicle without the owner’s permission. Eyewitnesses tried to find their relatives. As a result, the car was opened by emergency services. But if we judge according to the law, they can now be easily punished for this,” Arapov said.
The proposed changes would make it possible to act quickly in such situations and save the lives of many animals, the MP added.
