Since September 1, Russia entered into force decree government amending rules on the commissioning of transport. The document provides a list of malfunctions whose presence will be considered a violation, including the installation of additional items or coverings that limit vision from the driver’s seat.
Exceptions are heating elements for rear-view mirrors, windshield wiper parts, radio antennas external or built into the windows, as well as windscreen defrosters and dehumidifiers.
At the same time, the list of acceptable items does not include mounts for phones and navigation devices, video recorders and transponders for contactless travel payment on toll roads.
Violation of the rule, 12.5 of the Code of Administrative Offenses. punishable by a fine of 500 rubles.
at the Ministry of Internal Affairs of Russia announcedHe said the new regulation does not prohibit the installation of devices on the windshield that do not obstruct the driver’s view. A similar provision had been applied before, as stated in the Chamber of Commerce.
The purpose of changing the malfunction list in the Ministry of Interior was to update it and bring it into line with the regulations of the Customs Union on the safety of wheeled vehicles.
“For an ordinary driver in general, nothing has changed, except for certain features, neither in terms of administrative responsibility for violations, nor in terms of the requirements that vehicles must comply with when participating in road traffic,” the ministry stressed.
What other penalties will be given to drivers?
In accordance with the new rules, the failure of the anti-lock braking system provided by the car’s factory equipment was an obstacle to the operation of the car. The problem will be identified using the indicator light. As explained in the Ministry of Interior, technical regulations on the safety of wheeled vehicles previously required drivers to fix problems with ABS.
There will also be a penalty for using winter tires in summer. At the same time, seasonal tires are required in winter for vehicles with no more than eight passenger seats and light trucks weighing up to 3.5 tons.
In addition, the new rules prohibit the use of light sources in the headlights of a car whose class does not meet “that specified by the manufacturer in the operational documentation.”
The Ministry of Interior also stressed that some provisions were removed from the list. In particular, the absence of a first aid kit, fire extinguisher and emergency stop sign is no longer the basis for bringing administrative responsibility.
