The reader’s question is answered by the head of the Main Directorate of Road Safety of the Ministry of Internal Affairs of Russia, Police Lieutenant General Mikhail Chernikov.
In accordance with Article 27 of the Federal Law of December 10, 1995 No. 196-FZ “On Road Safety”, the expiry of a driver’s license is one of the grounds for terminating the right to drive. At the same time, the legislation does not set a period during which replacement is necessary.
Recall that the government of Russia has extended the validity of national driver’s licenses for three years, which expire (or have expired) from January 1, 2022 to December 31, 2023. The decision has already been published on the state government’s website and has entered into force.
Conditions under which a change of the certificate is required:
- driver details changed
- there are medical restrictions on driving
- the certificate itself is lost or damaged.
Driving a vehicle by a driver who does not have the right to drive a vehicle (with the exception of driver training) entails the imposition of an administrative fine from 5,000 to 15,000 rubles under Article 12.7, part 1, of the Administrative Code. Crimes of the Russian Federation.
