According to Vladislav Davankov, Deputy Head of the State Duma from the New People group, the bill has been sent to the Cabinet of Ministers.
“The New People faction is submitting a draft law to the government for finalization that would abolish fines for drivers who forget their driver’s license or the CMTPL policy at home. We are in favor of a smart digital state without ridiculous penalties.”
If a driver has obtained a driver’s license, but has not been deprived of it and does not have a certificate while driving, he is fined 500 rubles (part 2 of article 12.3 of the Code of Administrative Offenses).
