The European Union bans the supply of trucks and special equipment to Russia

The next package of sanctions imposed by the European Union provides for a ban on the supply of truck tractors to Russia, as well as special equipment based on trucks. Information on these commodity groups, project Amendments to the regulation “On restrictive measures on Russian actions in Ukraine”, familiar to socialbites.ca.

In particular, “road tractors for semi-trailers” are subject to sanctions – according to the relevant codes, customs clearance to go past Truck tractors supplied from Europe.

The ban also affected diesel trucks with a gross weight of 5 to 10 tons.

What special equipment cannot be supplied

According to the EU document, the export ban to Russia, as well as the provision of “technical assistance, intermediary services or other services related to goods and technologies” to the Russian market, specifically includes:

concrete mixers, sweepers, mobile workshops, irrigation machines, manipulators, trailers and semi-trailers, including agricultural ones with automatic discharge.

This list also includes dump trucks designed for off-road work. In addition, bulldozers, excavators, loaders, crawler tractors and equipment for transporting goods over short distances, working in ports, airports and warehouses are prohibited.

According to the statistics company Avtostat Info, in 2022 the Russian truck fleet is about 2.7 million units, of which more than 27% are KamAZ trucks. At the same time, sales of new trucks continued to increase until recently. According to the Russian Automotive Market Research (NAPI) agency, 8.1 thousand trucks were sold in Russia in the first quarter of 2022, which is 12% more than in the three months of 2021.

Representatives of Russian automobile factories talk about its presence in the range of special equipment similar to those supplied from Europe.

“Garbage trucks, concrete mixers, irrigation machines are still produced by Russian companies. Consumers prefer to purchase such special equipment from KamAZ and other non-European concerns,

He hopes that consumers are unlikely to notice the debut of European trucks in this segment.

GAZ produces medium-duty trucks with a gross weight of 6.7 to 10 tons.

Representatives of automobile factories did not answer questions about the timing of replacing the volumes that fell due to the departure of European manufacturers, as well as the availability of their own technologies and competencies for this.

The ban on European vehicles will particularly hit carriers operating truck trailers in Russia: Experts say that this segment is dominated by imported vehicles.

“About 90% of truck tractors transporting various goods, including food, are produced by the Seven of Europe (Volvo, Daimler, Scania, MAN, Iveco, DAF, Renault).

In particular, KamAZ trucks of the K4 and K5 generations were produced in cooperation with Daimler and have a large number of foreign components, including cabins, axles, gearboxes, engines developed jointly with Liebherr.

“If we talk about the average tonnage with a gross weight of up to 15 tons, we do not have that many European-made vehicles.

As for special equipment, complete machines were delivered to us in small quantities. Basically, the chassis came and superstructures were mounted on them, which also had foreign components, ”the director said.

Alexander Kotov, head of the Interregional Professional Drivers Union, says that in the current circumstances, the main challenge for carriers is not to update the fleet, but to keep existing equipment in working order.

“Now transporters will be more concerned with spare parts, the demand for new cars will be minimal.

People will go bankrupt and there will be quite a lot of equipment already imported to Russia on the market,” Kotov said in an interview with socialbites.ca. “About 15% of our union members are already bankrupt.”

For the most part, European-made cars are used for long-distance transport, and Korean-made trucks are more popular in the medium-duty segment – ​​Hyundai in particular, he explains.

EU sanctions ban the export of trucks and special equipment to Russia, including truck tractors, medium-duty trucks, concrete mixers, bulldozers, tractors, communal street sweepers and dump trucks. Russian manufacturers express their readiness to replace these products. Experts explain that imported trucks in our country make up one third of the fleet and that it will not be possible to replace them in the short term.
