Lawyer Ivan Solovyov warned that a driver could be without a license if he has an outstanding debt. He was referring to the federal law’s “On Enforcement Proceedings,” which spells out debt obligations that may be subject to such punishment.
These include in particular:
- alimony;
- compensation for damage to health;
- compensation for damage in connection with the death of the breadwinner;
- compensation for material or moral damage in connection with the crime;
- collection of an administrative fine;
- non-property relationships related to the upbringing of children.
It is possible to temporarily deprive the debtor of rights on the basis of a decision of the bailiff. The decision is handed over to the debtor and sent to the traffic police.
A number of factors are taken into account when making the decision, such as whether the disqualification would limit your ability to earn money, whether the use of the car is necessary for the debtor and his family, or if the debtor is using the car because of a disability.
Restrictions on driver’s licenses will remain in place until the Russian pays off the debt.
If a Russian deprived of his right to debt gets behind the wheel, he risks punishment: up to 50 hours of community service or deprivation of rights of up to 1 year.
