Car owners will be held liable for using drugs that reduce concentration and affect the psychophysical state, if the legislative initiative passes the readings in parliament.
The bill prohibits drivers from using analogues of narcotic and psychotropic substances. Administrative responsibility can come when a person passes a medical examination and something intoxicating, other than alcohol, is found in the blood.
The reason for the changes was the case in the Yamalo-Nenets Autonomous Okrug. During the investigation of the case, it was found that the driver’s body contained psychoactive substances. However, the drug is not on the government-approved list of psychotropic substances. That is, the person was “drunk without wine”, so it was impossible to punish him.
The proceedings reached the Constitutional Court of the Russian Federation, which recognized that the current state of affairs is contrary to the Constitution. That is why the Ministry of the Interior has initiated changes.
