Head of the Scientific Center for Road Safety of the Ministry of Internal Affairs of Russia Dmitry Mitroshin in an interview with Komsomolskaya Pravda radio, he spoke about how to build the interaction between the police and the health care system. There are a lot of rumors going around here about a possible leak of personal data data that doctors are not willing to divulge medical secrets.
A draft law has been submitted to the State Duma that would allow receiving information from medical institutions about patients who cannot drive for health reasons. This has taken over 10 years. And while the issue has not been finally resolved, this is a positive moment, there were too many bureaucratic delays along the way.
At the same time, it is not necessary to disclose medical secrets in order to tell the police about a person, about the dangers that he can create due to health problems.
“We initially talked about the binary system, we don’t need secrets, we just need to say yes or no. With regard to contraindications, ”said Dmitry Mitroshin.
This also works differently abroad: where is information about the patient made public, where not. But all developed countries have somehow introduced such a system, when doctors give a signal about contraindications, and it works, and it works successfully. For example, in Croatia, doctors are required to pass on such information immediately, and failure to do so will result in liability.
