The government has submitted a bill to the State Duma on “means to monitor the performance of drivers,” reports TASS.
The document provides for the use of tachographs with a means of monitoring and maintaining driver performance associated with them in vehicles where such devices are to be installed.
Drivers of heavy trucks, buses and passenger taxis are obliged to adhere to the driving and rest times established in the SDA. At the same time, the bill contains a standard according to which this time of transport management can be extended “in the case of use of a health monitoring device connected to the tachograph.”
The driver can operate if the control means does not register that he has reached the limit values ​​of the unusable state. At the same time, the extended time must also not exceed certain limits.
The requirements for the means of control, methods of maintaining the driver’s attention while driving, the procedure for equipping vehicles with them will be established by the Ministry of Transport. If legal entities or companies use such equipment, they must have the written consent of the driver to process his personal biometric data.
The explanatory memorandum to the bill states that such devices (they are already on the market) will be equipped with trucks with a maximum authorized weight of more than 3.5 tons, buses and passenger taxis.
If passed, the bill will enter into force on September 1, 2024.
