The unique aspect of exporting used cars from China lies in the necessity of government permission. Currently, ten provincial-level regions have this authorization, including Beijing, Tianjin, Shanghai and Guangdong Province.
Now the Ministry of Commerce, the Ministry of Public Security and the General Administration of Customs of China are preparing to extend the export rights for used vehicles to Russia to fourteen additional provinces.
In response, the provinces granted authority to resell used vehicles to Russia must establish admission standards for the used car market, regulate procedures for selecting vehicles for export, and provide support to companies involved in the export process, according to reports from RIA Novosti. It is also essential to create sales channels in Russia that can deliver after-sales service for the cars sold.
Since May 2019, China has been exporting used cars to Russia. Historically, supplies originated from ten provinces while China comprises 34 provincial-level administrative regions.
China’s car fleet is colossal—exceeding 400 million vehicles—and the market is continually replenished with tens of millions of new cars each year. In the first three quarters of 2022 alone, 26.21 million new vehicles were sold in China, spanning not only domestic brands but also Japanese, European, Korean, and American models, illustrating the country’s robust automotive diversity.
Market analysts note that a rise in supply could push down prices for used cars, potentially broadening accessibility for buyers in international markets, including Russia.
