In Russia, the issue of uninsured vehicle operators remains a significant concern. The All-Russian Union of Insurers notes that roughly one in ten drivers do not carry civil liability insurance. In response, lawmakers are moving to tighten enforcement: fines for not having OSAGO will rise next year, and new camera-based checks are planned to automatically identify uninsured drivers on the road.
According to Evgeny Ufimtsev, chairman of the All-Russian Union of Insurers, a comprehensive system to verify OSAGO policy coverage using cameras is set to begin in the early months of the coming year. This signals a shift toward more rigorous verification of insurance status across the country.
“Collaborative measures are being taken with the traffic police to implement this change. As the year draws to a close, the police have completed modernization and refinement of their information system, the FIS STSI. A new block diagram has been developed with insurers to enable camera-based monitoring of OSAGO policy presence. With improvements to our information system, error rates have dropped, and overall reliability has increased”, stated the head of the insurers’ association. This coordination aims to create a streamlined, automated process that reduces gaps in insurance coverage and enhances accountability on the roads.
