A study coordinated by Russia’s internal affairs agencies indicates a shift in roadside surveillance in 2021. The total number of active road cameras declined slightly, with about 300 mobile monitoring units removed from service. The remaining fleet comprised roughly 3,200 mobile units. Stationary enforcement complexes stayed steady at about 17,200 units, showing stability in fixed-speed and red-light enforcement across major corridors.
Across the road network, authorities rely on a combined 20,400 detection points to identify infractions and support enforcement actions. The government plans to expand this digital eye on the road, with the Ministry of Transport outlining a program to deploy new cameras beginning in 2022. The forecast calls for an additional 5,000 cameras by 2030, aimed at broadening coverage, improving detection rates, and accelerating processing of violations.
Nonetheless, the number of fines did not drop. In 2021, media reporting from Kommersant noted that camera-equipped sites logged a total of around 160.8 million traffic violations, contributing roughly 104 billion rubles to the state treasury. For context, the previous year saw about 145 million violations captured, generating approximately 95 billion rubles in penalties. The trend highlights a growing capability to detect offenses and a corresponding rise in revenue from enforcement activities.
Analysts caution that the planned increase in camera density could confront supply challenges on the electronics side. Shortages of critical electronic components, compounded by intermittent power outages, may slow the pace of new installations and affect the reliability of ongoing monitoring programs. Despite these potential hurdles, authorities continue to pursue modernization of the enforcement network, balancing technology deployment with resilience measures to ensure consistent operation across regions.
