Beginning January 1, 2023, analysts project a sizable rise in the cost of mandatory vehicle technical inspections, with an anticipated average increase around 57 percent. In contrast, several regions plan smaller rises. Primorsky Krai is expected to see a modest 3.9 percent increase, while the Murmansk region anticipates a 6 percent rise. These variations underscore the diversity of regional economic conditions and the different pressures facing inspection facilities.

Looking ahead, the largest rate hikes are forecast in specific areas: in the Oryol region, the price could triple; in the Omsk region, about 2.4 times higher; in the Orenburg region, roughly 1.9 times higher; and in Khakassia, the tariff might double. These projections reflect the breadth of regional pricing strategies and the fiscal goals of local authorities.

Estimated Tariffs by Area

St. Petersburg is projected to carry the highest maintenance fee at around 1.54 thousand rubles, although the official approval for this increase has not yet been granted. Authorities intend to index the prior price of 881 rubles, aiming for an adjustment of about 75.2 percent. In Moscow, no finalized data exists yet, but analysts expect the rate to rise toward 1.33 thousand rubles as a way to offset operator costs amid inflation and the need to sustain service levels.

In the Sakhalin region, tariffs could move from 1.11 to 1.2 thousand rubles, and then up to 1.32 thousand rubles depending on tariff zones. Kamchatka Territory might jump from 840 rubles to as high as 1.33 thousand rubles. These figures illustrate how geography influences pricing, with coastal and far eastern regions facing unique logistical and operational challenges.

For Moscow and Tatarstan, no final rates are issued yet, though earlier statements indicated a plan to revise tariffs from 710 rubles in Moscow and 510 rubles in Tatarstan toward about 913 rubles. This potential adjustment pattern highlights the balancing act between maintaining access to inspections and ensuring sustainable funding for service providers.

Regions Not Planning an Increase

Some areas appear unlikely to adjust tariffs in the near term. Among them are Chechnya, Adygea, North Ossetia, Bashkiria, the Voronezh region, and Crimea. The decision not to raise rates in these places may reflect different regulatory environments, political considerations, or fiscal calculations aimed at preserving affordability for residents during a period of broader price pressures.

Who Is Required to Undergo an Inspection

From December 2021 onward, inspections became mandatory for trucks, buses, and taxis. Car owners must verify the MOT when re-registering a vehicle older than four years, such as during a sale, or when making modifications to the car’s design. These rules reinforce the role of inspections in road safety and vehicle compliance, ensuring that older fleets stay up to date with current standards and regulations.
