The State Duma has, in its initial reading, approved a government bill governing the organization of passenger transport and the handling of luggage by passenger taxis across the Russian Federation. The measure tackles standards that will impact a broad spectrum of users, taxi operators, and authorities at regional levels. In response, the Organizing Committee of the X International Eurasian Taxi Forum has prepared a draft appeal urging the State Duma to schedule parliamentary hearings in the upcoming autumn session. The aim is to develop a robust law that fairly balances the needs of riders, service providers, regulators, and other stakeholders while maintaining safety and reliability in daily operations.
Looking ahead, the International Eurasian Taxi Forum is scheduled for August 4–5, 2022, in Moscow, hosted at the Technopolis Moscow Congress Center. It enjoys the backing of the Moscow Government, as well as support from the Ministry of Transport, the Ministry of Industry and Trade, and the Ministry of Internal Affairs. The event emphasizes collaboration among public and private partners to strengthen the taxi sector’s resilience and adaptability in a changing market landscape.
Following the easing of pandemic restrictions, the taxi market confronted a new array of pressures in 2022, including sanctions-related challenges and a broad realignment of the Russian economy. Limited vehicle availability, supply chain disruptions for spare parts, the imperative of domestic substitution for key technologies, and a decline in effective demand have all underscored the need to rethink business models, upgrade safety protocols, and preserve service quality. The forum will address these issues as part of a broader examination of how the sector can stay competitive while meeting passenger expectations.
During the forum, 15 thematic sections will explore competitive dynamics, state and corporate crisis-management strategies, the growth of smart mobility and urban infrastructure, the deployment of digital technologies, and improvements in customer service. The discussions will seek to outline how these developments are likely to influence the experience of travelers and the overall efficiency of taxi services in big cities and smaller communities alike.
One of the anticipated outcomes is a formal resolution containing contributions from a wide range of participants in the taxi ecosystem. This document will be forwarded to the State Duma to inform the drafting of new federal regulations governing taxi operations and related transport services at the national level.
Concurrently, an exhibition will run in tandem with the forum, spotlighting the latest IT solutions, new technologies, propulsion and fuel systems, financial services tailored to the sector, and innovations from domestic automotive industries as well as emerging offerings from newer markets. Attendees will have the chance to compare existing practical solutions with cutting-edge concepts that could shape future service models.
