Julia Mann, member of the expert council of the Transport Commission of the State Duma of the Russian Federation, proposes to pass a mandatory exam for knowledge of traffic rules for drivers of electric scooters and other forms of individual mobility (SIM).

Along with a driver’s license, it will also be possible to somehow influence people who ride electric scooters with traffic violations.

Julia Mann cited sad statistics in an interview with KP. In 2021, a total of 1,344 accidents involving SIMs were recorded, resulting in casualties. Other accidents were not brought to the attention of the traffic police. They killed 40 people and 1,400 were injured.

In five percent of the cases, SIM cards were controlled by people under the influence of alcohol. Now it threatens only with a fine of 1500 rubles. With the advent of rights, violators run the risk of losing them, which is why they will treat the management of SIMs with greater responsibility.

After the SIM is equated with transport and given the right to drive it, both the traffic police and the neighborhood police can drive the scooters.
