In accordance with the law “On amendments to the code of the Russian Federation on administrative offenses”, penalties for waste in public places have become stricter, especially fines for throwing garbage from a car window. Experts from the Consumer Protection Department explained the threat of this.
Waste really includes everything – organic and inorganic. Candy wrappers, seeds, bottles, cigarettes – everything that is most often thrown out the windows by drivers who don’t care about the environment.
Now offenders will have to pull out. Individuals who throw garbage out of a car window will have to pay a fine from 10 thousand to 15 thousand rubles. For repeated violations, the fine will be 20-30 thousand rubles.
For officials, the fine is now 20-30 thousand rubles for the first violation and 40-60 thousand rubles for the second.
Legal entities must pay a fine of 30-50 thousand rubles, in case of repeated violation – 60-100 thousand rubles, and confiscation of the vehicle is also possible.
It also matters from which transport the waste is thrown. If the offender drives a truck or tractor, the fines will be 40-50 thousand rubles (60-70 thousand rubles in case of repeated violation) for individuals, 60-80 thousand rubles (80-100 thousand rubles in case of repeated violation, confiscation is also possible) for officials, 100-120 thousand rubles (150-200 thousand rubles with possible confiscation) for legal entities.
Igor Pozdnyakov, legal adviser of Roskachestvo’s consumer rights protection department, noted that photo and video material, including material from cameras, can be used as evidence of a violation, so there is always a risk of a fine.
