The Ministry of Industry and Trade has started to prepare a draft amendment to the technical regulation “On the Safety of Wheeled Vehicles” (TR TS 018/2011), which will expand the requirements of the sixth environmental class (“Euro-6”) to include the environment. circulation of cars in the Russian Federation. This is due to the accompanying purchasing documents (available from socialbites.ca) for the local approval procedure of draft changes in the third package of changes in technical regulations.

Among the “objectives” of the amendments, among other things, the following paragraph is specifically noted:

“… Development of the first version of the draft amendment no. 6 to TR TS 018/2011

with the inclusion of environmental class 6 standards,

requirements for axle load monitoring systems and, where applicable, requirements for electric vehicles and hydrogen-powered vehicles.”

The document says the ministry has not set a specific deadline for the introduction of Euro-6, but a law enforcement analysis of this issue should be developed as early as the fourth quarter of 2022 for experts to discuss. After expert opinion and approval by the Eurasian Economic Commission (EEC), changes to the technical regulation will take effect.

The Ministry of Industry and Trade aims to prepare an analysis of law enforcement practices in determining production regulation and requirements for electric vehicles.

as well as cars running on hydrogen fuel.

socialbites.ca contacted the press service of the Ministry of Industry and Trade with questions about the timing and procedure for the launch of Euro-6 in Russia, as well as the timing of such a decision in the context of the lack of components. At the time of publication, the editors did not receive a response.

Initially, proposals for the promotion of Euro-6 in Russia were received by the Ministry of Industry and Trade from the professional community in 2018. The so-called third package of changes for TR CU 018/2011 was supposed to be adopted in 2020, but under pressure from the automobile business, the adoption of a document that sets more stringent technical standards was delayed.

The Euro-5 environmental standard currently in force in Russia for all new cars and trucks, introduced From 1 January 2016.

In the spring of 2022, its operation in the country was suspended

in connection with sanctions and the stop in the supply of high-tech automobile components, including the electronics necessary to reduce harmful emissions. The corresponding decree allowing the production of cars up to Euro-0 environmental classes (for certain transport categories) in Russia was issued by the government in May 2022.

when will they introduce

The release of Euro-6 in Russia is a matter of time, this norm will be no earlier than 2028, says Igor Korovkin, director general of the Russian Automobile Manufacturers Association (OAR), familiar with the development of Russian documentation. Transition to Euro-6.

Euro-6 will not be introduced next year. This change will be prepared for approximately one year, and a preparation period of two or three years will be given.

Firstly, this norm is in 2027-2028, in the best case – in 2025,

Korovkin told socialbites.ca. – If temporary measures are canceled (environmental assistance – socialbites.ca), automakers will have to comply. In terms of prototypes, everyone has improvements. ”

The head of the UAR added that the production of most of the complex fuel car components required for car factories can be established in Russia, some can be found in China, Iran, Egypt and imported as part of parallel imports.

The launch of Euro-6 in the current conditions is almost impossible, as the Russian auto industry is no longer able to provide the production of Euro-3 compliant cars on its own, says Sergey Burgazliev, an independent automotive industry consultant.

“Perhaps now a major decision is being prepared here to obtain licenses that will allow the production of Euro-5 and Euro-6 engines.

with suitable injection systems, neutralization and other components. However, such a decision should be announced in the strategy for the development of the automotive industry, which, as far as I know, has not yet been made, despite the order of the president.

The introduction of Euro-6 standards will not be absolutely necessary next year, but on the other hand, if budget funds are allocated for this, this work can be ordered as previously planned, he says. Burgazliev noted that to ensure a high environmental class, not only expensive equipment, but also the fuel in Russia must comply with the Euro-6 standard.

Not for ecology

socialbites.ca turned to Russian automakers with questions about the topicality of the introduction of Euro-6 and the possibility of such a transition. GAZ Group reported that the technological solution for Euro-6 was created for foreign markets – in particular, the Gazelle NN assembled in Turkey for the European market. However, at the moment the plant says it is dependent on the availability of relevant parts in the GAZ Group.

“The technology that provides this level of emissions is now based on imported systems. Therefore, the real opportunity to offer consumers in Russia will be associated with the domestic availability of high-quality components that ultimately meet Euro-6 standards.”

GAZ Group added that it is important, first of all, to solve the problem of localization of critical, essential systems responsible for the safety, comfort and controllability of the car.

The official representative of AvtoVAZ refused to comment, did not answer questions from KamAZ and UAZ socialbites.ca.
