The purpose of the bill is to amend Law “Additional State Aid Measures for Families with Children”. One of them only says that the family can now spend the money received on buying a car.
Based on the text of the bill, the newspaper Izvestia lists a number of conditions that must be met. They relate to the capacity of the car, but also to the price, technical characteristics and design.
- The car that the family purchases with maternity capital must have at least three passenger seats, not counting the driver’s seat.
- Engine power should not exceed 92 kilowatts (125.08 hp).
- The cost does not exceed 2 million rubles. This indicator must be reflected in the document confirming the fact of payment. It must be submitted for reporting purposes.
The invoice also clearly stated the conditions for registration of the purchased car. A car can only be bought in joint ownership with a child. In addition, the machine cannot be sold or converted within three years of purchase. Otherwise, the money must be returned to the Pension Fund.
The drafters of the bill believe that the new measures will not only be useful for families with children. They will also help increase the demand for cars in the country.
