“The fact of the administrative offense was recorded by a special technical device with a photo function, operating in automatic mode,” the case materials write.

As a result, the third court of appeal did not meet the Murmansk resident’s request and declared the decision legal. This means that all subordinate officials and drivers must now be guided by the decision.

Automobile experts said the court’s decision was justified.

“I believe that it is quite justified to hold citizens responsible for ignoring traffic rules when passing through controlled intersections,” says the parliamentary lawyer. Editor-in-chief of Avtodor radio is Sergei Smirnov. At the same time, according to him, there is a clause in the law that allows jaywalking, but this only applies in “emergency situations”.

“Unless there is an emergency, it is very difficult to prove that the driver did not have the opportunity to stop when the prohibitory yellow signal was lit in front of the intersection,” Smirnov added.

It is noteworthy that before this, the Supreme Court had repeatedly recognized the legality of luring drivers who run yellow lights.
