The State Duma rejected a bill proposing to limit the use of any traffic cameras other than state cameras in Russia. In this respect reports “Kommersant”.

It is stated that the bill was submitted by LDPR deputies in the summer of 2023. Amendments to the Code of Administrative Offenses proposed the introduction of a special condition for imposing fines for traffic cameras: they must belong to constituent entities of the federation or federal authorities. The requirements for the “functional characteristics” of the complexes and the camera installation procedure must be determined by the government of the Russian Federation.

The bill’s explanatory note stated that private traders use different methods to increase profitability. They install cameras especially in places where traffic is not properly organized and drivers have to violate traffic rules. At the same time, it is easier for a driver to pay a fine than to appeal the penalty.

In May 2023, Russian President Vladimir Putin lawArrangement of camera installation on Russian roads.

The document clarifies that CCTV cameras can be installed on roads with lanes reserved for public transport. In addition, fixed traffic cameras can be placed in emergency sections of highways, repair areas, near pedestrian crossings and intersections, and other places determined by the traffic police. In addition, according to the new law, there must be a warning road sign 150 to 300 meters away from the camera.
