“Tsivilev and his driver Maxim were driving around in their official Toyota Avensis car when they crashed into a pole, allegedly because they were too drunk. The mayor fled the scene of the accident but was stopped by a passing traffic police team. “Learning that the mayor was in front of them, the police decided not to create a scandal and declare the driver guilty,” the report says.

The Mercedes-Benz did not wait for the pedestrians to cross the road, then accelerated and hit the bicycle courier.
