Deputy Chairman of the State Duma Vladislav Davankov has once again sent a bill to the Russian government for approval on the abolition of fines imposed on drivers for forgotten driver’s licenses. In this respect reports TASS. The bill was first sent to the Council of Ministers in the spring of 2023.

“The presented version of the draft adds the need to have registration documents for a vehicle with foreign state license plates, as well as documents on foreign driver’s licenses confirming the right to drive and an insurance policy for compulsory liability insurance of the vehicle owners,” says the explanatory note.

The need arises from the lack of any information regarding foreign rights in the GIS database. Therefore, it becomes impossible to check such documents that are not on the driver.

Now, if a driver has received a driver’s license, but has not been deprived of it and does not have a certificate while driving, he faces a fine of 500 rubles (Part 2 of Article 12.3 of the Administrative Code).
