In the morning, the Moscow State Traffic Inspectorate announced that it is impossible to register vehicles and issue driver’s licenses in the capital’s departments.

“Currently, experts are working to eliminate the consequences of a technical malfunction.” reported inside the section.

Two hours later at the traffic police station stated on the resumption of the delivery of public services in departments located in flagship multifunctional centers (MFCs). The ministry has promised to provide new data as systems are made functional again.

With data On the Telegram channel Shot, the traffic police database became “closed” throughout Russia after an attempt to update the software; Troubleshooting will take from a few hours to a few days.

To comment on the failure, socialbites.ca contacted the senior inspector for special duties of the Main Directorate of Road Safety of the Ministry of Internal Affairs of Russia. (GUOBDD MIA of Russia) Police Colonel Anton Belan. He did not confirm the information that problems have arisen in the traffic police system throughout the country. The press service of the Ministry of Internal Affairs of Russia, in response to a request from socialbites.ca, did not provide information about the details of the failure, limiting itself to a link to the website of the Media Ministry of the Ministry of Internal Affairs.

chronic accidents

The last serious shutdown in the traffic police system in moscow It took place in October this year.

Domestic FIS system (Federal Information System. – socialbites.ca) The traffic police, who are used to register vehicles, regularly freeze and stop all work, reported then Telegram channel Baza.

Large queues of drivers gathered at interregional registration and examination departments (MREO).

Registration and exam sections Chelyabinsk region technical software error dead at the beginning of November.

Deputy Chairman of the National Automobile Union (NAU) Anton Shaparin complained that fundamental failures in the work of the State Traffic Inspectorate have become systematic, they occur every two to three months, or even more often. At the same time, he notes that not all drivers read the news and especially the traffic police press releases before leaving, so today hundreds and thousands of people will come to the regional departments of the MREO, where the turmoil will begin.

“A shoemaker should deal with boots, an IT specialist with information systems, a police officer with police duties, not with the management of complex electronic systems. Therefore, we believe that the traffic police should transfer all information systems to the ministry of digital development. People who can do it, know how to do it and understand it,” concluded the US Vice President.

Driver problems

The vehicle owner must apply for registration within ten days from the date of purchase. Otherwise he will face a fine in accordance with Art. 19.22 Code of Administrative Offenses of the Russian Federation (1.5-2 thousand rubles). Sergei Radko, lawyer of the Freedom of Automobile Choice movement, reminds that if a violation is detected by traffic cops who stop the driver on the road, he will be fined 500-800 rubles.

“Those who want to register a car or get a driver’s license will no longer be able to do so. Everyone who wanted to re-register their car did the same. The lawyer warned that they could violate the 10-day registration period, which could lead to a fine. “Motorists should change their plans and postpone their visits to MREO to other days when appointments may no longer be available.”

According to him, the unstable situation in the electronic database of the traffic police has become systematic; such failures have occurred several times a year recently.

At worst, errors in the traffic police’s information system could affect the automatic issuance of traffic fines, the motoring lawyer says:

“It is probably impossible to impose a fine if this is a repeat infringement as it is impossible to check whether the driver or owner is held responsible.

Or, while a fine is issued for a primary violation, the penalty must be repeated for, say, running a red light or crossing into oncoming traffic. These bases need to be interconnected because only their complete and correct functioning guarantees the correct result.”

Reasons for failure

Radko believes there may be several reasons for failure: old computers, outdated software, unskilled programmers, lack of experience of mid-level employees or staff shortages.

“I don’t know which one is the real one.

I think the Ministry of Internal Affairs knows these reasons very well. The reason is certainly obvious, as these situations recur regularly; “They just don’t tell us about them,” says the lawyer.

Human rights activist Shaparin thinks that problems in the functioning of traffic police systems are caused by the incompetence of certain employees. Agrees with Radko.

“Everything is extremely simple; people are unfortunately busy with functions that are unusual for them. “Therefore, this case must be stopped,” he said.
