The Ministry of Transport of the Russian Federation has sent a package of proposals to the regional authorities to promote the use of electric vehicles and hybrid cars. In particular, the document assumes that the owners of these vehicles will have a number of preferences over drivers in cars with a conventional combustion engine – including free travel on toll roads and the complete abolition of the motor vehicle tax.
These recommendations have been developed as part of the cabinet concept for the development of electric vehicles up to 2030. The document states that the location of charging stations in a particular city should be determined together with electric vehicle owners. In public and business areas and at petrol stations, it is recommended that at least 10% of all electric vehicle places be equipped with chargers.

And in residential areas, according to the Ministry of Transport, Public Works and Water Management, all parking spaces should be done immediately with slow charges (80% of capacity in two hours). As for fast chargers (fully charged in 20 minutes), signs should be posted nearby, limiting parking time. If parking spaces are located in a separate parking lot, there must be an information board showing the number of free parking spaces.
In addition, the concept of zero-emission zones has been rewritten, where cars with combustion engines are no longer allowed to enter. Recall that since 2017 the traffic regulations have special signs to indicate such zones, but so far they have not been used. In large cities with heavy traffic and in areas with increased environmental requirements, the Ministry of Transport also recommends creating an infrastructure for the collection, storage and disposal of batteries, Kommersant writes.
According to the source, more than 100 new charging stations have now been installed in Moscow under the Energy of Moscow program, another 150 will be created by the end of the year. Charging at these stations is free, there is parking in the neighborhood only for electric vehicles. In addition, “electrohubs” are planned with fast and slow charging, as well as ultra-fast stations for electric buses. There are 82 stations in St. Petersburg, by 2025 they plan to supply 80 more, more than 500 cars are registered in the city.
