Drivers in the Russian Federation may be fined again for exceeding the average speed on sections of road covered by security cameras. The newspaper reports this “Kommersant” Regarding the draft amendments to the rules of the road (traffic rules) finalized by the Ministry of Transport of Russia.

As stated by the Recognition and Photo-Video Recording Systems Manufacturers Association “OKO”, the so-called kangaroo effect is currently frequently observed on highways. Vehicle owners slow down when they see a camera in front of them, but then they start to accelerate again. In this context, the ministry suggested that the concept of “average speed” be included in the relevant legislation.

“The Authority proposed to consider average speed as “a value equal to the ratio of the length of a road section with an established speed limit to the time taken by a vehicle to overcome this section,” the material said.

At the same time, the Ministry of Transport of the Russian Federation made an initiative to make the changes come into force on September 1, 2024. The changes were originally planned to come into force on March 1 next year.

According to the publication, the document has already been approved by the Ministry of Economic Development of the Russian Federation and regional governments. The attitude of the Russian Ministry of Internal Affairs towards these innovations is unknown, but representatives of the ministry in the past have called them “premature”.

In contrast, the authors of the article noted that penalties for exceeding the average speed were abolished in 2021. The decision was made by the Supreme Court of the Russian Federation, considering it illegal to indicate in the documents the entire road instead of a specific point where the violation was committed.
