In Russia, starting from December 1, traffic police inspectors will be able to fine drivers 500 rubles for their vehicles’ out-of-season tires. Sergei Mamonov, lawyer of the Yakovlev and Partners legal group, recalled this in a meeting with the Prime agency.

He noted that the penalty for using a vehicle that is defective or has inoperable conditions was previously included in the administrative offenses law. However, vague concepts were included in the relevant section, and the government clarified the list of violations with a decision that came into force on September 1.

The main innovation in the solution is the use of seasonal tires. According to the updated rules, a vehicle that has anti-skid studded tires in summer or is not fitted with such tires in winter cannot be driven.

The expert noted that winter tires or anti-slip studded tires should be installed on all wheels. The lawyer noted that the summer restriction applies especially to classic studded tyres. At the same time, according to him, “Velcro elastics”, which have become popular recently, can also be used in the summer months.

The document also included criteria for the use of tires restored by the application of a new tread. It is no longer possible to drive vehicles whose tires have been retreaded by applying new tread on the front axle, and whose tires are older than seven years or have been retreaded on the other axles.

Drivers may be fined for violating these requirements. However, Mamonov stated that traffic police were also given a simple warning that could limit themselves in the first place.
