The State Duma adopted in the first reading a bill providing for the car owner to deregister the car in case of theft. In this respect report Izvestia refers to MP Alexei Govyrin.

“There are 65 million vehicle owners in Russia. The bill aims to simplify the rules for vehicle registration. According to the document, if a car is stolen and officially searched, at the request of the owner the registration of the vehicle can be deleted and on this basis, for example, transport tax will not be paid,” said Alexey Govyrin.

Additionally, the lawmaker said the bill was designed to allow a car to be deregistered immediately after sale, rather than 10 days later as it is now. According to the lawmaker, this will help prevent the former owner from accruing incorrect fines for traffic violations.

The explanatory note in the bill states that registering a car does not impose an obligation on the owner to use the car and that the vehicle cannot be used for a long time.

According to the compulsory insurance law, vehicle owners must insure the risk of legal liability before registering to change the owner of the vehicle, but within ten days from the date of purchase of the vehicle.
