According to the bill, the previous owner of a vehicle (vehicle) may apply for termination of registration to the registration department of the State Traffic Safety Inspectorate immediately after completing a sale transaction using “State Services” or upon notarization.

As the author of the bill, chairman of the State Duma Committee on Transport and Transport Infrastructure Development, Evgeny Moskvichev, noted, the implementation of the initiative will save drivers from having to appeal such fines.
