In 2019, Roman Kuzovlev was fired from his post as head of the Surgut traffic police after the scandal was revealed by a video recording released from a business planning meeting. In the video, the police chief scolded his subordinates for not following the plan and demanded that they file 30 reports per shift, with an emphasis on holding colored vehicle drivers accountable. K-Inform Surgut recalls that at that time, car registrations in Surgut were canceled in order to install tint on the windows.
