“Some pre-existing requirements that did not directly affect the probability of an accident have now been removed from the list. So the absence of a first aid kit, fire extinguisher and emergency stop sign since September 1 is not a basis for banning the vehicle from starting and bringing the driver to administrative responsibility,” said Volk.
