State Duma proposes a lifetime ban on renting scooters for drunk driving

State Duma deputy Sultan Khamzaev filed an appeal to the head of the Ministry of Transport of the Russian Federation, Vitaly Savelyev, in which he proposed to ban the use of kicksharing for life for citizens who have received an administrative penalty for driving a drunk scooter. RT.

In his address, he pointed out that in recent years, short-term electric scooter rental systems (kicksharing) have become largely accessible to Russians in major cities.

At the same time, as the parliamentarian recalls, the legislation does not provide for significant penalties for driving on an electric scooter while intoxicated and violating the rules of the road (SDA). He noted that fines range from 800 to 1.5 thousand rubles.

The legislator has also recently moved to Moscow and St. He noted that there were several resounding emergencies in St. Petersburg in which electric scooter drivers themselves or third parties were seriously injured as a result of drunk driving.

According to him, a standard rental scooter can accelerate to 25 km/h. This vehicle weighs approximately 15 kg excluding the weight of the person using it. In conclusion, Khamzaev emphasized that drunk driving not only poses a serious threat to health, but can also lead to fatal consequences, especially for young children, when crashed rapidly.

“In this context, I request you to support the amendments to the regulatory legal acts to impose a lifetime ban on the rental of electric scooters for persons who were once administratively sanctioned for driving while intoxicated, and identify the location of the apartment.” says the text of the appeal.

Use of scooters, gyro scooters, unicycles and other means of individual mobility (SIM) in Russia from 1 March 2023 organized SDA. The relevant changes were made in October last year.
