– Optics may not work equally effectively in clear weather and in rain or snow. In modern complexes, the license plate camera not only identifies the car, but also recognizes all violations (including speeding without radar).
As a result, the chance of avoiding a fine becomes double: the optics may not notice the violation at first, and can no longer recognize the number afterwards. Finally, in heavy snowfall, the markings on the road become invisible.
Penalties for violations are not imposed, because there is simply no evidence in the frame.
