According to the Traffic Police Administrative Regulations, a police officer can stop a car with a stick or “a disc with a red signal (reflex reflector) aimed at the vehicle”.
Section 6.11 of the SDA states that “the request to stop the vehicle is made through a loudspeaker or a hand gesture directed at the vehicle”.
Admittedly, there is no exact definition of what exactly the inspector’s gesture should be.

Is there a stricter penalty for pursuit “with flashing lights”?
It is important to remember: if after the prosecution and repeated demand to stop (even over the loudspeaker) you have complied with all the lawful demands of the police officer, you must be fined the same 500-800 rubles under Part 2 of Art. 12.25 Administrative Code of the Russian Federation.

How can I prove that I violated unintentionally?
All irreparable doubts about the guilt of a person brought under administrative responsibility must be interpreted in favor of the driver (Article 1.5 of the Code of Administrative Offenses of the Russian Federation “Presumption of innocence”).
Show the traffic cop the DVR recording.
If the recording clearly shows that you cannot see the inspector’s gesture due to an obstacle (for example, a row of parked cars), and you are simultaneously restrained and polite, then it is quite possible that you will receive a warning.
If the fine is nevertheless imposed, you will be given the opportunity to appeal and contest your position with the same video recorder.
What if it’s “mummer”?
Many drivers are afraid to slow down in the middle of a deserted highway in the dark, fearing that in front of them is not a police officer, but a criminal (and this really happens).
