Thanks to the parallel import scheme, absolutely any company can import scarce goods into Russia. But there are two caveats.
- First, the name of a specific trademark and its TN VED code must be included in the list of the Ministry of Industry and Commerce (Order No. 1532 dated April 19, 2022).
- Second, the imported goods must have all the necessary certificates and proofs of origin.
But not all spare parts and components meet these two conditions. There are thousands of brands in the car market and not all of them are listed by the Ministry of Industry and Commerce. For example, the list includes not such well-known manufacturers of cardan shaft components as Welte, EDS, Spicer, GMB. But they enter the market through gray schemes and cost the corresponding money.

– What must we do? First of all, to expand the number of brands in the list. According to experts, parallel imports currently cover 50 to 80% of the needs of the Russian auto parts market. However, spare parts for trucks and special vehicles of brands such as Scania, Man, John Deer, Liebherr are still scarce. Now car services are getting out of the situation by arranging the delivery of analogues from friendly countries such as China or Turkey.
However, even taking into account the large amount of work done during the year, “sensitive” positions remain, which are difficult to buy in the market within a sufficient time frame. The story of parallel imports is likely to be expanded, and we hope that the list of the Ministry of Industry and Trade will continue to grow until local production appears on the Russian market, which can replace foreign brands in terms of quality.
